"Standards for Labor Standards in the Footwear Industry" will help improve industry efficiency

On April 12, 2017, the "Guidelines for Partial Labor Quotas in the Footwear Industry" (hereinafter referred to as "Standards") was officially released in Beijing.

The formulation of the "Standard" is based on the principle of advancedness, rationality and scientificity. The men's three-joint shoes and women's shallow-shoes are selected as the object of investigation, and the survey of labor quotas of shoe-making enterprises across the country is carried out. The feasibility analysis, data verification, expert review and other work links form the text of the Standard.

In the "Standard", men's three-joint shoes and women's shallow-skin shoes are divided into three steps: shoe material cutting, upper making, and bottom assembly. In the "Standard", the total time of each process of men's three-joint shoes is 12.35 minutes, 37.04 minutes, 39.80 minutes, and the total time of each process of women's pumps is 10.78 minutes, 19.90 minutes, 39.40 minutes. Each process includes a certain number of steps. Depending on the shoes for men and women, the number of steps and the time required for each process are different. Take the men's three-joint shoes and shoe cutting process as an example, including 11 steps of cutting fabric, cutting lining, assembling midsole, cutting main and inner baotou, and the time ranges from 0.08 minutes to 3.00 minutes.

The formulation of the "Standard" is the first time that the domestic shoe industry has carried out similar work nationwide. It is an exploration of the joint efforts of industry associations and industrial trade unions to promote the establishment of harmonious and stable labor relations in the industry. "Standard" can be used as the basis for enterprises to set their own labor quotas. It is of great significance to improve the labor quota standards of enterprises and enterprises, improve the management and market competitiveness of shoe-making enterprises, ensure the harmonious and stable labor relations, and promote the healthy development of the industry.
